Act 53 reforms open job opportunities for Pennsylvanians with criminal records

Last week, Pennsylvania finalized and adopted new regulations that aim to remove barriers to employment for residents with old, unrelated criminal records. The effort, initiated in 2019 by Rep. Sheryl M. Delozier (R-Cumberland), seeks to reform professional licensure laws.

Before the implementation of Act 53, many Pennsylvanians faced obstacles when seeking occupational licenses due to past convictions. The updated regulations now restrict license denials to cases where a conviction is directly related to the profession or poses a risk to others.

“On Oct. 19, the state Bureau of Professional and Occupational Affairs (BPOA) implemented,” said Delozier. “This legislation, which I am proud to have advocated for, removes many obstacles to opportunities for Pennsylvanians with criminal records and encourages them to apply for licensed professions, like nurses, veterinarians, barbers and more. Many of these jobs are high demand.”

Delozier emphasized the importance of reintegration into society through gainful employment: “My colleagues and I worked on and ultimately approved this legislation understanding the importance of reintegration and having the ability to play a role in a community. I know the implementation of this law will have a positive impact on individuals, families, communities and the economy as a whole.”

Apart from advocating for Act 53's professional licensure reform, Delozier has also been instrumental in bipartisan Clean Slate legislation efforts. She co-chairs the Criminal Justice Reform Caucus and continues her work towards meaningful legislative changes.
