Rep. Sheryl M. Delozier of Cumberland voted against the General Appropriations bill that was passed on Wednesday evening, indicating dissatisfaction with the budget process, which remains incomplete. Governor Josh Shapiro has expressed his intention to veto a key budget priority, Lifeline Scholarships, though the bill is not yet finalized. Other related bills, including those concerning state university funding and appropriation directives, still require approval.
Delozier opposed the $44.55 billion proposal due to its misalignment with her district's priorities. "While there are initiatives in the 2023-24 budget proposal I support, like increased education funding and the creation of four new state trooper classes, there are simply too many missed opportunities and shortcomings in this plan," she stated.
She criticized the proposed 6% spending increase over last year without addressing state debt reduction efforts made previously. "This budget does nothing to pay down our state debt... It also does not adequately place safeguards on the programs that are funded," Delozier added.
Delozier highlighted concerns about cuts affecting vulnerable communities, particularly regarding intellectual disabilities and autism services. She noted a $170 million cut from these areas and inadequate mental health service funding as significant issues for Cumberland County.
Frustration was also directed at Governor Shapiro for retracting campaign commitments and agreements with Senate Republicans that could have led to a more balanced budget. "In our job, our word is all we have. With the governor breaking his word, it does not bode well for the rest of the pieces to getting the budget completed."
