A bill aimed at expanding opportunities for individuals with low-level, nonviolent felony drug convictions has passed the Pennsylvania House of Representatives. The Clean Slate expansion bill, known as House Bill 689, was co-authored by Reps. Sheryl M. Delozier (R-Cumberland) and Jordan Harris (D-Philadelphia). It allows for the sealing of certain felony records after ten years without recidivism.

"For decades I have been passionate about criminal justice reform and victim’s rights issues. The passage of House Bill 689 in the House is another victory for meaningful criminal justice reform," stated Delozier. She emphasized that the legislation would provide access to employment and housing opportunities for those who have remained crime-free for a decade.

"This bill grants second chances to Pennsylvanians who have earned them," she added, noting its strong public support and lack of opposition from any groups. Delozier described the initiative as a "people issue" rather than a partisan one.

Harris expressed his appreciation for bipartisan cooperation on this effort, stating, "The passage of Clean Slate 3.0 shows that Pennsylvania continues to believe in second chances." He hopes for swift Senate approval so Governor Josh Shapiro can enact it into law.

Since the original Clean Slate bill's introduction in 2018 by Delozier and Harris, nine other states have adopted similar measures. Over 1.2 million Pennsylvanians have benefited from having more than 43 million cases sealed under this legislation.

The Senate will now consider the bill, where it reportedly enjoys bipartisan support.
