Senators Dave McCormick, Jacky Rosen, Dan Sullivan, and Elissa Slotkin have introduced the Taiwan Non-Discrimination Act in an effort to support Taiwan’s participation in the International Monetary Fund (IMF). The legislation aims to counteract what the senators describe as undue influence from the Chinese Communist Party over Taiwan’s role in international commerce.

“Taiwan is one of our largest trading partners and a key exporter of advanced technology that powers devices Americans use each and every day,” said Senator McCormick. He emphasized the economic benefits for the United States and expressed opposition to any veto by China on Taiwan’s participation.

Senator Rosen highlighted the bill as a stand against authoritarian attempts to exclude democratic allies like Taiwan from global financial systems. “This bipartisan bill sends a clear message: Taiwan deserves a voice in international institutions like the IMF,” she stated.

Senator Sullivan pointed out that Taiwan’s exclusion from international organizations serves Beijing’s interests. “This bipartisan bill facilitates Taiwan’s engagement in the global financial system, which not only strengthens Taiwan but deepens America’s economic ties with one of our key economic partners,” he said.

Emphasizing Taiwan’s role in producing computer chips, Senator Slotkin remarked on its importance to both the global economy and protection against Chinese coercion. She affirmed that returning to the IMF aligns with U.S. commitments to strengthen partnerships with Taiwan.

Congresswoman Kim underscored Taiwan’s significant contributions as a major economy and semiconductor producer. She expressed gratitude towards Senator McCormick for introducing this Senate measure, aiming for swift action toward presidential approval.

Currently, despite being one of America’s top trading partners and holding membership in other international bodies such as the World Trade Organization, Taiwan remains outside the 191-member IMF framework. Secretary of State Marco Rubio has reiterated U.S. support for Taiwanese representation in forums where their interests are not currently acknowledged by mainland China.

The proposed legislation would mandate that the U.S. Governor at the IMF advocate for Taiwan’s admission if sought by Taipei while also promoting Taiwanese involvement in various IMF activities including policy surveillance and technical training opportunities.

This Senate proposal complements H.R. 910 introduced by Representatives Young Kim and Al Green, which passed through committee earlier this year.
