Members of the PA House of Representatives serving Cumberland, Dauphin, and Perry counties will offer their insight on how the upcoming session may impact the regional business community.

CONFIRMED REPRESENTATIVES

Representative Sheryl M. Delozier (R-88)

State Rep. Sheryl M. Delozier is serving her eighth, two-year term in the Pennsylvania House of Representatives on behalf of the residents of the 88th Legislative District, which includes the following Cumberland County municipalities: part of Lower Allen and all of Hampden townships; and the boroughs of Mechanicsburg, New Cumberland and Shiremanstown.

Sheryl was elected Caucus Administrator for the 2023-24 Legislative Session. In this role, she will oversee the successful operation of the Printing and Motor Licensing departments, assigning member offices, coordinating office moves and managing parking resources for the Caucus. 

Prior to her election to the state House in 2008, Sheryl worked in many facets of state government. She worked in the Auditor General’s office before she served on Gov. Tom Ridge’s transition team and continued as senior staff for the eight years of the Ridge and Schweiker administrations. While in the governor’s office, Sheryl worked to cut the cost of state government by directing the implementation of cost-cutting measures and streamlining and eliminating duplication in the agencies overseen by the governor.

She completed her tenure in the administration as director of Gov. Mark Schweiker’s Office of Public Liaison, working with more than 700 boards and commissions to which the governor appoints members. In addition, Sheryl also served as an adviser to a commissioner at the PUC, where she focused on water, transportation and consumer issues.

Sheryl is a graduate of West Chester East High School and the University of Delaware, where she earned a bachelor’s degree in political science with an emphasis in domestic government. She continued her education at the Open University of the Netherlands, where she studied international business in European markets, and at the Pennsylvania State University, where she earned a master’s degree in management in business administration.

An active member of her community, for more than 30 years Sheryl has helped rape and domestic violence victims in a variety of capacities, including as an escort, hotline volunteer and board member. She also is a member of the Mechanicsburg and West Shore Chamber of Commerce, the Mechanicsburg Rotary, the Civic Club of Harrisburg and the New Cumberland Woman’s Club. She is an honorary member of the New Birth of Freedom Council, Boy Scouts of America and is a member of Messiah University President’s Leadership Council. Sheryl also was appointed to serve on the board of directors of the Pennsylvania Higher Education Assistance Agency (PHEAA), the nonprofit student aid organization, and the Pennsylvania Commission on Crime and Delinquency.

Sheryl has been a longtime volunteer for the Area M Special Olympics. She attends St. Stephen Episcopal Cathedral, where she teaches Junior Achievement to the second grade at St. Stephens Cathedral School.

Sheryl is married to Christopher Delozier and they have two children, Benjamin and Allison. They currently reside in Lower Allen Township in Cumberland County.

Representative Torren Ecker (R-193)

Rep. Torren Ecker (R-Cumberland/Adams) was elected to represent the citizens of the 193rd Legislative District in November 2018 because of his commitment to the constituents of his district and passion for public service.

From a young age, Torren took interest in local politics and improving his community. Raised with an appreciation for hard work and service to his neighbors, he volunteered at Jefferson Volunteer Fire Company and started working as a young teenager at a small family restaurant.

Torren is a first-generation college student and graduated from George Mason University with a bachelor’s degree in government. During his time at GMU, he worked on Capitol Hill in Washington, D.C. for Congresswoman Jo Ann Davis (R-VA).

After college, he attended Thomas M. Cooley Law School in Michigan where he graduated with honors before returning home to south-central Pennsylvania to start a career and family.

Torren began practicing law at a local private law firm in Hanover. Today, he continues to represent families, veterans, farmers, seniors, non-profits and small businesses on a wide array of legal matters in Adams, Cumberland and York counties.

Torren lives with his wife and high school sweetheart, Laura, and two children, Addy and Oliver, in New Oxford in Adams County.

Torren has served as a member of the House Appropriations Committee, where he is the chairman of the Subcommittee on Criminal Justice and the House Game & Fisheries Committee, where he serves as the Secretary. Torren has also served as a member of the House Labor & Industry, Veterans Affairs and Emergency Preparedness, and Judiciary Committees.

Additionally, Torren represents the House of Representatives as an appointed member of the bicameral Performance-Based Budgeting Panel as well as the Select Committee on Restoring Law and Order. Finally, he was recently appointed to serve as a member of the Public State Employees’ Retirement System (PSERS) board.

Torren brings a pragmatic but conservative voice to legislative discussions in Harrisburg.  Using his fresh, energetic approach, Torren prioritizes making connections with his fellow representatives across the state and ensuring that every constituent’s voice is heard.  He will continue to fight for the values of the constituents of the 193rd and the great people of Adams and Cumberland counties

Representative Justin Fleming (D-105)

Justin Fleming was elected in November 2022 to represent the 105th Legislative District in Dauphin County.

Justin has called Dauphin County home for nearly all his life, attending Susquehanna Township High School, worshiping at local religious services and supporting Dauphin County businesses. 

As a young child, he grew up in poverty, relying on public housing, free and reduced lunches and food stamps. His family used those public benefits as a bridge to the middle class. The quality public education he received, and the availability of subsidized student loans allowed him to attend and graduate from Millersville University.

Justin has spent nearly 18 years in and around state government as a public servant and as an advocate to expand mental health care and provide more resources for children in Pennsylvania. Before becoming a state Representative, Justin served as the Susquehanna Township Commissioner for the 8th Ward. 

As a state Representative, he will work with other legislators to provide better education for all children. He will also support social and economic justice and support working families by reducing income inequality and providing access to health care to make life-saving medications more affordable.

He lives with his wife and two children in Susquehanna Township.

Representative Barb Gleim (R-199)

Rep. Barb Gleim has spent most of her adult life living, working and serving in the community of Carlisle. Prior to her election to the House of Representatives in 2018, she served as the director of operations and then director of business development at John W. Gleim Jr. Inc. Excavating.

Barb’s private sector work experience also included serving as project manager for Ahold Delhaize (the parent company of Giant Foods) and Daymon Worldwide, where she led several marketing and sales initiatives.

Not only has she helped private businesses thrive with her marketing and messaging skills, but she also has been and remains a small-business owner and entrepreneur as the co-owner and operator of Hayman Farms, the family farm that she and her husband continue to work growing hay and raising Hereford beef.

Barb has been an extremely active leader in her community with a focus on education. She served for eight years on the Cumberland Valley School Board. Now as a member of the House of Representatives, she currently serves on the following: House Education Committee (chairman of Subcommittee on Basic Education), House Agriculture and Rural Affairs Committee, House Children and Youth Committee, House Labor and Industry Committee, Rare Disease Caucus (co-chair), Prolife Caucus, Prayer Caucus, Second Amendment Caucus, Economic Growth Caucus, State Commission for Agricultural Education Excellence, and State School Safety and Security Commission.

Barb has a bachelor’s degree in political science from the University of Maryland and a Master of Business Administration in Food and Agribusiness from Delaware Valley University. She resides in Middlesex Township with her husband, Tracy, and has three grown children – Kaitlin, Emily and Daniel.

Representative Joe Kerwin (R-125)

Rep. Joe Kerwin is serving his second term in the Pennsylvania House of Representatives. Joe’s focuses are defending our right to keep and bear arms, protecting the unborn, honoring and assisting veterans, reducing taxes and regulation, and providing outstanding constituent services to all of the residents of the 125th Legislative District.

Joe is a life-long resident of northern Dauphin County. Raised in Lykens, his parents taught him the value of having a strong work ethic, being a man of faith, loving America, and giving back to his community. His service to community, state, and country is a key pillar of Joe’s life.

Joe is a graduate of Upper Dauphin Area High School, the Pennsylvania State University, and the Dickinson School of Law. He holds a bachelor’s degree in political science as well as a juris doctor law degree. Joe was admitted to the Pennsylvania Bar in 2019 after passing the Pennsylvania Bar Exam.

When he was 19, he answered the call to serve and enlisted in the Pennsylvania Army National Guard. Joe commissioned as a Second Lieutenant in the Army Infantry in 2015 after completing ROTC at Penn State. Joe has served in the Pennsylvania Army National Guard in a variety of leadership positions in the Infantry for over ten years. Joe continues to serve and is presently Captain with the 56th Stryker Brigade. Joe is a graduate of numerous professional military schools including Army Ranger School and Army Airborne School.

Before being elected to the House of Representatives, Joe served Dauphin County as a deputy district attorney. He worked with law enforcement to keep illegal drugs off our street and reduce violent crime in Dauphin County. As a criminal prosecutor he handled countless juvenile and adult criminal cases. He has secured criminal convictions for both misdemeanor and felony offenses. Joe is also experienced in civil law practice with an emphasis in wills, trusts, and estates.

Joe is very active in his community and is a member of the Knights of Columbus, Our Lady Help of Christians Catholic Church, the American Legion Post 239, the National Rifle Association, the Catholic War Veterans of America, the Rotary Club of Colonial Park, the Pennsylvania House Second Amendment Caucus, and the Short Mountain Conservation Club.

Joe presently resides in Upper Paxton township.

Representative Patty Kim (D-103)

State Representative Patty Kim, a former news anchor and reporter and Harrisburg City Councilwoman, was elected to her first term in the state House of Representatives in November 2012. As a candidate who believed government should be transparent, responsive and frugal, Kim earned wide support to secure the seat serving the residents of the city of Harrisburg, Steelton, Highspire and part of Swatara Township.

Kim's priorities in the General Assembly include taking a solution-based approach to statewide issues, working in cooperation and collaboration with colleagues, and utilizing her record of service to support initiatives that stand to better the lives of the citizens she represents.

Prior to her work in the legislature, Kim was elected to Harrisburg's City Council where she served two terms. Throughout her terms she served as the chairs of Public Safety, Public Works and the Community and Economic Development Committee. Kim also was elected as council Vice President by her colleagues during her second term.

A 1995 graduate of Boston College, Kim is married to John Sider and together they have two children, Brielle and Ryan.

Representative Thomas Kutz (R-87)

Rep. Thomas Kutz is a lifelong Cumberland County resident elected to serve the 87th State House District in 2022. Thomas holds degrees from Grove City College and Widener University Commonwealth Law School.

Thomas has long been involved in his community through various nonprofit organizations and church leadership roles. A licensed attorney, Thomas has served in various legislative decision-making positions, including as a staff member for the U.S. House Ways and Means Committee and a policy director in the Senate of Pennsylvania. The representative is proud to have served on the Lower Allen Township Board of Commissioners and continues to serve on the Pennsylvania Election Law Advisory Board.

Thomas aims to develop and support pro-growth policies that will make the Commonwealth competitive for businesses and a welcoming environment for families to grow and prosper. He also is focused on commonsense regulatory reform, modernizing our aged infrastructure, and ensuring children are safe in their schools and communities.

Thomas and his wife Allie live in Mechanicsburg with their dog Camden. They enjoy taking part in community activities, especially attending local high school sports games and supporting local restaurants and businesses.

Representative Dave Madsen (D-104)

State Representative Dave Madsen was elected in 2022 to represent Pennsylvania’s 104th Legislative District. 

Born and raised in South Central PA, Madsen graduated from Middletown in 2004. He lives in the Allison Hill section of Harrisburg.  When Rep. Madsen is not advocating for his constituents, he enjoys watching soccer and riding his bike on the greenbelt. 

Madsen served on Harrisburg City Council from 2017-2022 and was the chair of its public works committee. As a member of City Council, one of his priorities was to replace aging infrastructure and to work to prevent blight by getting property owners the assistance they needed. 

Rep. Madsen also worked as the community services and education director for the Pennsylvania AFL-CIO. During his tenure as director, he supported food distribution drives, pop-up COVID-19 vaccination clinics and promoted workforce programs. He was also the chair of the council’s public works committee.

As a State Representative, he will focus on funding for public education, workforce development, and improving infrastructure. He is committed to working on bipartisan action to bolster public health and safety while strengthening Pennsylvania’s economy. 

Represntative Tom Mehaffie (R-106)

Elected to serve citizens of the 106th Legislative District in 2016, Rep. Tom Mehaffie has set his sights on accomplishing needed reforms in the state House of Representatives and passing legislation that will help all Pennsylvanians live more productive and 

prosperous lives.

Tom’s experience as a township commissioner and a successful business owner demonstrates he will be a strong and effective voice in Harrisburg as he fights for tax reform and quality education systems for our children, as well as to make government more responsive and accountable to taxpayers.

Tom relocated to South Central Pennsylvania when he purchased Breski Beverage Distributor more than 20 years ago. Since buying Breski’s, Tom’s focus on customer service has helped the business become the premier beverage distributor in the Harrisburg area.

In 2014, Tom became president of the Lower Swatara Township Board of Commissioners. Elected to the Board in 2010, Tom also chaired the Public Works, Sewer Authority and Emergency Services committees for the township. His experience passing on-time budgets and keeping spending in check at the local level proves that he will be a strong and effective voice for taxpayers of the 106th District.

Tom is also an active member of the community having served on the Dauphin County Planning Commission, the Dauphin County Library Board, the Lower Swatara Lions Club, the Zembo Shrine and the Prince Edwin Spring Creek Masonic Lodge. He also served on the executive board of the Pennsylvania State Association of Township Commissioners and as past president of the Malt Beverage Distributors Association of Pennsylvania.

Tom and his wife, Linda, who is a successful realtor, live in Lower Swatara Township.
